Planning for, and responding to, a pandemic requires reflection on values because scientific/clinical information alone cannot drive decision-making. Shared values give us a shared basis for decisions. Using ethical principles to guide decision-making can enhance PAGE 5 trust and solidarity, and can strengthen the legitimacy and acceptability of measures put in place. While healthcare ethics may not always be able to offer precise answers to every difficult question arising in the context of a pandemic, it can provide useful tools to help address the issues involved, to weigh up competing interests and to reach appropriate decisions. An ethical framework enables aspects of a particular decision to be teased out and deliberated upon, before a final decision is made. This ethical framework includes a number of substantive ethical principles and procedural values that can be applied to, and employed during, the decision-making process in a pandemic. Ethical principles apply to the decisions that are made, whereas procedural values relate to the manner in which those decisions are made.
