dc.description.abstractTo achieve a sufficient level of disaster resilience based on a holistic understanding of the system-level risk, a system-reliability-based evaluation framework was recently proposed. The framework characterizes the disaster resilience of a civil infrastructure system by the capabilities of the components, system, and society, described by the three criteria: reliability, redundancy, and recoverability. The system-level risk caused by each initial disruption scenario is evaluated by the reliability-redundancy analysis. To incorporate the resilience assessment framework into decision-making, this study develops reliability-redundancy-recoverability-based decision optimization (R3-DO). R3-DO aims to minimize the objective function representing recoverability while satisfying the probabilistic constraints assuring a socially-acceptable system-level risk, confirmed by the reliability-redundancy analysis. The sequential compounding method (SCM) and SCM-based parameter sensitivity calculations are employed to compute the resilience criteria and parameter sensitivities during the optimization process. A numerical example of a 25-member-truss structure system is introduced to test the applicability and performance of the R3-DO method under development.
