Abstract:
The main objective of this study was to understand the experiences of the Deaf Community in accessing public and social services and related information. The report shows how members of the Deaf Community have faced severe difficulties in accessing public information in their preferred language, Irish Sign Language, and the resulting impact on the realisation of their rights. This research is both timely and relevant in the context of the recent passing of the Irish Sign Language Act 2017. While some of the recommendations included in the report are covered in the new legislation, the insights in the report provide an important point of reference for implementing the legislation. The research was based on the experience and perspectives of the Deaf Community, as well as other key stakeholders (advocacy and representative organisations and statutory services).
