As Mr. President has already mentioned, we are going to consider to-night the question of the come-back of Europe. Ladies and gentlemen, the very words selected as the title for this talk are an affirmation that Europe has made a come-back, has raised itself out of the morass resulting from the war. A year ago I spoke on a similar subject at the Federal Reserve Board in Washington, and I told my American friends, and the many Europeans living in that great city who had come to the lecture, that Europe was once more regaining a position of importance economically and even politically.en
