dc.description.abstractCountrymen are familiar with the practice of holding out a carrot to an obstinate type of quadruped in order to induce it to go where it would otherwise be unwilling to go. When it gets there it may possibly get some stronger nourishment than the carrot. The monopoly of the home market is held out to our dairy farmers as a means of inducing them to recapture the export market, and hold it firmly every month of the year. If this result is achieved it will mean nothing less than a revolution in the whole of our agricultural economy. The object of this paper is to examine, in the light of all the available economic facts, whether this revolution is possible and desirable.en
