dc.description.abstractThe Labour Chapter of the Treaty of Versailles, which made provision for the establishment of the International Labour Organisation with the view of securing international agreement as to humane conditions of labour, so clearly required an effective system of factory inspection in every country that for the purpose of the accomplishment of its task the general principles for the organisation of systems of inspections of factories and workshops necessarily demanded the early attention of the international Labour Parliament that owed its foundation to Part XIII of the Treaty.en
