dc.description.abstractHolmlund (1981) presents a simple model of the incidence of employers' social insurance contributions. Hughes (1985) applies this model to Irish data, and examines the employment effect of employers' social insurance contributions. Hughes concludes that the employment effect is small. Examination of Holmlund's model and of the results obtained by applying it to Irish data suggest that this conclusion should be treated skeptically
