Abstract:
The theory proposed by Cogan (1978) that the sectoral employment pattern is likely to reach a "steady state" is re-examined. It is suggested that there is no theoretical basis for such a state and that there is a considerable weight of opinion against it. It is shown that the statistical evidence advanced by Cogan is not conclusive. The theory is, accordingly, rejected.
