dc.description.abstractThe White Paper begins with a Ministerial Foreword where it is stated that the expenditure on education is equivalent to #9 per week per head of the working population. If teachers' salaries move in line with the level of National Income, and if third-level education expands, then the level of real spending and probably its share in National Income will rise in the future. That is unless significant changes are made in its method of finance. In fact, the recent salary rise awarded to teachers is likely to mean a significant increase in real expenditure in 1981. It is clearly important that such substantial resources should be used carefully.en
