dc.descriptionThe Millennium Partnership Fund for Disadvantage was launched in September 2000. It forms part of a European Social Fund-aided package for education disadvantage at further and higher education known as the ‘Access Measure’ which includes the Special Fund for Students with Disabilities, the Student Assistance Fund and the Special Rate of Maintenance Grant. The Access Measure is a feature of the Government’s National Development Plan 2000–2006. There is a strong rationale for this measure based on evidence of unequal participation rates in third level colleges of children from different social backgrounds and across different geographic areas as demonstrated in the Clancy reports (HEAen
