This report is NESC’s contribution to Government development of a new national policy for the private rental sector, including issues such as investment, standards and regulation, as indicated in Construction 2020 and the Social Housing Strategy. The report welcomes and builds on three key recent advances in government housing policy. First, government policy recognises that one‐quarter to one‐third of the population will find it increasingly difficult to achieve homeownership. Second, Government has made it clear that the goals of housing policy will be affordability, sustainability and inclusion. Third, the Government’s social housing strategy represents a significant policy advance.en
