dc.description.abstractThe ways in which networks are built, owned and controlled have evolved in recent years. The traditional model, of a single entity owning or somehow participating in the entire telecommunications value chain, has begun to fragment. New and interesting ownership structures have started to emerge in the telecommunications industry and are beginning to shape and influence how the industry progresses. The premier barrier to entry to creating a viable wireless network service has, up to this point been the ability of new market participants to own or somehow gain access to the resources that make up a wireless network, specifically the infrastructure and the spectrum. However, there are two movements within the world of wireless communications that have done much to challenge this resources ownership paradigm, specifically User Deployed Infrastructures (UDIs) such as small cells|1| and Dynamic Spectrum Access |2|.
