dc.description.abstractThis thesis investigates lobbying by stakeholders, i.e. firms, NGOs and industry organisations as well as other private and public bodies from the international to local level, in the context of the European Commission's stakeholder consultations. It presents new insights into key questions: When and why are stakeholders granted privileged access to the European Commission? When and why do stakeholders have influence over the Commission's agenda? What determines whether a policy demand or recommendation from a stakeholders will be adopted by the European Commission?
