dc.description.abstractThe Commission for Communications Regulation (“ComReg”) is responsible for the regulation of Electronic Communications Networks and Services (“ECN” and “ECS”) in accordance with European Union (“EU”) and national legislation. ComReg is concerned that consumers may incur unexpectedly high charges from their usage of electronic communications services such that bills may not match expectations (“bill shock”). Bill shock refers to the negative reaction a consumer can experience if their typical bill has unexpected charges.en
